Cook et al. reported a 97% scientific consensus on anthropogenic global warming (AGW), based on a study of 11,944 abstracts in peer-reviewed science journals. Powell claims that the Cook et al. methodology was flawed and that the true consensus is virtually unanimous at 99.99%. Powell’s method underestimates the level of disagreement because it relies on finding explicit rejection statements as well as the assumption that abstracts without a stated position endorse the consensus. Cook et al.’s survey of the papers’ authors (...) revealed that papers may express disagreement with AGW despite the absence of a rejection statement in the abstract. Surveys reveal a large gap between the public perception of the degree of scientific consensus on AGW and reality. We argue that it is the size of this gap, rather than the small difference between 97% and 99.99%, that matters in communicating the true state of scientific opinion to the public. (shrink)

In 1975 the exhibition New Topographics: Photographs of a Man-Altered Landscape crystallized a new view of the American West: the sublime “American” vistas of Ansel Adams were replaced and subverted by images of a landscape inundated with banal symbols of humanity. Organized by William Jenkins for the George Eastman House in Rochester, New York, New Topographics showcased such photographers as Robert Adams, Lewis Baltz, Joe Deal, Frank Gohlke. Their pictures, illustrating the vernacular, human-made world of contemporary America, punctured the myth (...) of the pristine, wild American landscape—and definitively changed the course of landscape photography. Reframing the New Topographics offers the first substantive analysis of this shift and the continuing influence of an exhibition that not only reshaped the look and subject matter of landscape photography, but also foreshadowed environmentalism’s expansion beyond the mere preservation of wilderness. At the request of the Midwest Bioethics Center (MBC), we surveyed nurses' and physicians' attitudes and needs regarding Hospital Ethics Committees (HECs). The primary objective of this research project was to inform the practices and policies of the Ethics Committee Consortium of the Bioethics Center.Four thousand eight hundred and twenty-nine surveys were distributed to the medical and nursing staff of eight Kansas City metropolitan area hospitals. One thousand and fifty-five surveys were returned, representing a response rate of 21%.

Research into strategic alliances has traditionally focused on motivation and performance. More recently, network dynamics and alliances as complex and evolving arrangements are emerging areas for investigation. Thus far, little research has been undertaken that integrates these emerging themes in the context of the impact of deteriorating exogenous environments on network alliances. -/- The ICT industry provides such a context, with the rapid deterioration of fortunes in the industry as a result of equity market moves since early 2000. This research (...) looks at the Bluetooth consortium, a loosely framed network of firms involved in the development and commercialization of wireless technical applications for information technology based products. It finds that matters related to intellectual property ownership and inter-firm coordination in complex product development have been problematic, with the deterioration of environmental munificence driving a slowing of network investment and product development success. Economic openness, both in terms of increased international trade exposure and enhanced inter-firm networking, has been a key element of China’s economic emergence since the implementation of market reforms and the “opening-up policy” over 30 years ago. Unfortunately, these changes have also coincided with the increased incidence of bribery and corruption. Both in general, and in the specific context of China, research on the relationship between a firm’s tendency toward openness and its propensity to engage in bribery is scarce. This (...) study seeks to fill this gap based on empirical evidence provided by a large sample of Chinese firms. The findings of the study reveal that firms’ increased networking and openness tend to occur contemporaneously with greater bribery and corruption. We suggest that this may be due to the misuse of guanxi-based networks that coincide with the presence of firms’ open network strategies, heightened by the potential loss of resource and capability heterogeneity (and hence reduced competitive advantages) in the context of openness. We further find that firms paying bribes do so as an attempt to overcome unnecessary bureaucratic processes and ineffective institutional support that might tend to hinder their development. No point of John C.Calhoun's political thought has been more disputed than exactly where it is situated in the theoretical landscape. Calhoun has been treated as the �Marx of the master class� by Richard Hofstadter; a �reactionary conservative� arguing eclectically from liberal premises by Louis Hartz; an authentic conservative by Russell Kirk, Clinton Rossiter and August Spain; and a precursor to the pluralist vision of politics by Peter Drucker. Two of the most engaging treatments of Calhoun's thought are Darryl (...) Baskin's and Peter Steinberger's, both of relatively recent vintage. Baskin argues that despite Calhoun's use of vocabulary borrowed from organic conservatism he is essentially a classical liberal and, as such, is engaged in the typically liberal �flight from community�. He has no true notion of civic virtue and his concept of the public interest is only a mechanistic sum of private interests. Steinberger agrees that Calhoun is a liberal, but argues that his contribution to American liberalism is precisely to sublate selfishness to an authentic civic virtue. These disputes are interesting, but I suggest that in the efforts to contain Calhoun within the conservative/liberal scheme of categorization some of the subtlety of his thought is lost. Too often an appreciation of his thought is sacrificed to an underlying agenda of attacking or defending one ideology or another. In the present critique I attempt to recover some insights that have been submerged in other treatments. Calhoun's constitutional theory of concurrent majoritarianism, rather than his liberal or conservative bent, is the focal point of sections III and IV. I argue that Calhoun's theory exposes -- sometimes unwittingly -- the stern limits of what constitutions can accomplish. In section V I suggest that insofar as Calhoun is generally a liberal (as Hartz, Baskin and Steinberger contend) an internal contradiction within his theory points to a paradox at the very heart of liberalism. Hay and, then, Johnson extended the classic Rice and Rice-Shapiro Theorems for computably enumerable sets, to analogs for all the higher levels in the finite Ershov Hierarchy. The present paper extends their work to analogs in the transfinite Ershov Hierarchy. Some of the transfinite cases are done for all transfinite notations in Kleene's important system of notations, equation image. Other cases are done for all transfinite notations in a very natural, proper subsystem equation image of equation image, where (...) equation image has at least one notation for each constructive ordinal. The landscape of the Sundarbans today is a product of two countervailing forces: conversion of wetland forests to cropland vs. sequestration of the forests in reserves to be managed for long-term sustained yield of wood products. For two centures, land-hungry peasants strove to transform the native tidal forest vegetation into an agroecosystem dominated by paddy rice and fish culture. During the colonial period, their reclamation efforts were encouraged by landlords and speculators, who were themselves encouraged by increasingly favorable state (...) policies (land grants, tax incentives, cadastral surveys, and eventually colonization projects and subsidized irrigation) designed by revenue officials to maximize the rate of transformation of wetland forest to taxable agricultural land.In the late nineteenth century, as the rate of agricultural conversion increased, the colonial Forest Department succcessfully sought to preserve large areas of the remaining Sundarbans tidal forest by giving them legal status as Reserved or Protected Forests. These forests were intensively managed to provide a sustainable supply of timber and firewood for the increasing population of southern Bengal. Institutionalization of conflicting policies by the Revenue and Forest Departments reflected the escalating needs for both food and forest products as the colony grew. Today, supplies of some economically valuable trees have been depleted, and some mammals are locally extinct (although the Bengal tiger remains), but government policy in both Bangladesh and India now favors use of the Sundarbans as forest rather than its transformation to agricultural land. Further expansion of cropland to meet the grain demands of the burgeoning Bengali population in both nations has largely taken place outside the boundaries of the Sundarbans. Overexploitation of these forests for wood products remains a possibility, but large-scale clearing for rice paddies is unlikely under present policies. (shrink)

This work is largely based on Reimers’s doctoral dissertation, written under Rocco Buttiglione, an Italian philosopher and close collaborator of Wojtyla. In essence, however, it is less a focussed study of the thought of Karol Wojtyla than an attempt to insert that thought into a different conceptual context and to illuminate it by way of comparison and synthesis. The analogue to Wojtyla’s thought, in this case, is that of C. S. Peirce. Peirce’s analysis of habit, as a kind of major (...) premise or a sign of the meaning of an action, is compared to Wojtyla’s more dynamic approach to the relationship between act and meaning, in Reimers’s characterization, “as the moment of experience of choice”. A Reply to a piece by Philip Blair Rice-- -/- I shall in my present attempt confine myself to two leading theses put forth by Mr. Rice. One of them is that there are certain events which are intrinsically of such a nature that they can be observed only "introspectively," or by a single person or self in whom they occur, such events being so "sequestered and idiosyncratic" as to be private and, psychologically, "subjective." The second proposition is (...) that in spite of their subjective intrinsic nature, they are capable of being used as evidence in the case of judgments of value along with facts of a public and "objective" nature, thus being logically "objective" although subjective in existence. Reform of the federal income tax system has become a perennial item on the domestic policy agenda of the United States, although there is considerable uncertainty over specifics. Indeed the recent report of the President's Advisory Panel on Federal Tax Reform recommended not one but two divergent policy directions. In Fundamental Tax Reform, top experts in tax policy discuss a wide range of issues raised by the prospect of significant tax reform, identifying the most critical questions and considering whether the (...) answers are known, unknown--or unknowable. The debates over tax reform usually concern the advantages and disadvantages of income-based taxation as opposed to any of the several alternative forms of consumption-based taxation. Current critical pedagogical scholarship has theorized the epistemological and social intersection between globalization and educational technology according to two distinct positions. For some, this intersection offers new liberatory knowledges and opportunities that can subvert social homogenization and economic disparity. For others, this relationship is just another phase of neoimperialism that should be politically and ideologically resisted. In contrast, we argue that the intersection between globalization and educational technologies is rather a manifestation of larger economic and logical forces, and that resistance (...) to such circumstances can neither be purely ideological or social. Instead, we contend that such a theoretical and pedagogical foreclosure dialectically actualizes conditions for real change—particularly when it complicates educational research technologies and their impact on epistemological multiplicity. Written as companion texts, the Bendō 弁道 and the Benmei 弁名 present Ogyū Sorai’s most mature and comprehensive expression of his philosophical thought. Sorai modestly spoke of the texts in a letter to a student, Uno Shirō 宇野士朗, calling them “my humble achievements”. In another letter to a student, Yamagata Shūnan 山県周南, Sorai related that after a prolonged bout with ill-health, he feared passing like the morning dew. Therefore, he took up his writing brush and completed the two works. Sorai (...) added that while more than a millennium had passed since Confucius’ death, the Way had only been clarified in recent times. Yet rather than boast of this, Sorai suggested that his hand in the process had been by heaven’s decree. With the two works, he added that even if he passed away soon, his life would not have been wasted. (shrink)

This paper explores Ogyū Sorai’s 荻生徂徠 thinking on the most sensational and controversial incident of eighteenth-century Japan, and perhaps the most well-known in all Japanese history, the forty-seven rōnin incident of 1701–1703. Viewed in relation to his lifework, Sorai’s views on the incident are significant insofar as they reveal the extent to which his philosophical thinking was occasionally shaped decisively by neither ancient Chinese nor later Confucian texts, Neo- or otherwise, but instead by formative life-experiences he had as a youth (...) living in exile. No doubt, Confucian and Neo-Confucian notions, which Sorai knew in-depth, helped him filter, epistemologically, events, issues, and most importantly what he understood to be righteous and just behaviour in a polity. Yet ironically enough, Sorai’s thinking on the rōnin incident shows that however philosophically erudite, cosmopolitan, and urbane he was as an intellectual, his appraisals of things sometimes harked back to rural experiences he had early on with some of the most primitive and foundational expressions of human agency, civilization, and socio-political ethics in early-eighteenth century Japan. In the process, Sorai’s essay reveals, through its later resonance with some Meiji thought, how his views on those same primitive expressions remained relevant even in modern contexts. (shrink)

On the life and philosophy of Ramana Maharshi and his views on Advaita and epistemology.

[Edited from Conclusion section:] We have looked at various challenging issues to do with getting connectionism to cope with high-level cognitive activities such a reasoning and natural language understanding. The issues are to do with various facets of generalization that are not commonly noted. We have been concerned in particular with the special forms these issues take in the arena of propositional attitude processing. The main problems we have looked at are: (1) The need to construct explicit representations of generalizations, (...) not just generalize correctly to individual cases; (2) The need to be able to match two or more complex short-term information structures, to enable rapid generalization from recent examples rather than from long-term memories; (3) The need to represent and reason with anomalous combinations of concepts; (4) The need to perform embedded reasoning. This presents special problems for systems using non-concatenative representations (as in mainstream connectionist approaches). We also touched on vague quantification in attitude report complements. Neither this topic nor that of analogies between short-term structures (point 2) has been adequately addressed in the symbolic framework, let alone in connectionism. -/- The opportunities and problems covered are put forward as things worth being optimistic about or pessimistic about, respectively. They are not put forward as decisive arguments for or against connectionism. The hope is that this chapter contributes to a greater understanding of the connectionist/symbolist gap by presenting some unusual issues and by throwing new light on some well known ones. (shrink)

Closure is the epistemological thesis that if S knows that P and knows that P implies Q, then if S infers that Q, S knows that Q. Fred Dretske acknowledges that closure is plausible but contends that it should be rejected because it conflicts with the plausible thesis: Conclusive reasons (CR): S knows that P only if S believes P on the basis of conclusive reasons, i.e., reasons S wouldn‘t have if it weren‘t the case that P. Dretske develops an (...) analysis of knowing that centers on CR, and argues that the requirement undermines skepticism by implying the falsity of closure. We develop a Dretske-style analysis of knowing that incorporates CR, and we argue that this analysis not only accords with closure, but also implies it. In addition, we argue that the analysis accounts for the prima facie plausibility of closure-invoking skeptical arguments, and nonetheless implies that they are fallacious. If our arguments turn out to be sound, the acceptability of Dretske‘s analysis of knowing will be significantly enhanced by the fact that, despite implying closure, it undermines closure-based skepticism. GUM is a linguistically-motivated ontology originally developed to support natural language processing systems by offering a level of representation intermediate between linguistic forms and domain knowledge. Whereas modeling decisions for individual domains may need to be responsive to domain-specific criteria, a linguistically-motivated ontology offers a characterization that generalizes across domains because its design criteria are derived independently both of domain and of application. With respect to this mediating role, the use of GUM resembles the adoption of upper ontologies as tools (...) for mediating across domains and for supporting domain modeling. This paper briefly introduces the ontology, setting out its origins, design principles and applications. The example cases for this special issue are then described, illustrating particularly some of the principal differences and similarities of GUM to non-linguistically motivated upper ontologies. How, if at all, consciousness can be part of the physical universe remains a baffling problem. This article outlines a new, developing philosophical theory of how it could do so, and offers a preliminary mathematical formulation of a physical grounding for key aspects of the theory. Because the philosophical side has radical elements, so does the physical-theory side. The philosophical side is radical, first, in proposing that the productivity or dynamism in the universe that many believe to be responsible for (...) its systematic regularities is actually itself a physical constituent of the universe, along with more familiar entities. Indeed, it proposes that instances of dynamism can themselves take part in physical interactions with other entities, this interaction then being “meta-dynamism” (a type of meta-causation). Secondly, the theory is radical, and unique, in arguing that consciousness is necessarily partly constituted of meta-dynamic auto-sensitivity, in other words it must react via meta-dynamism to its own dynamism, and also in conjecturing that some specific form of this sensitivity is sufficient for and indeed constitutive of consciousness. The article proposes a way for physical laws to be modified to accommodate meta-dynamism, via the radical step of including elements that explicitly refer to dynamism itself. Additionally, laws become, explicitly, temporally non-local in referring directly to quantity values holding at times prior to a given instant of application of the law. The approach therefore implicitly brings in considerations about what information determines states. Because of the temporal non-locality, and also because of the deep connections between dynamism and time-flow, the approach also implicitly connects to the topic of entropy insofar as this is related to time. The representation of propositional attitudes (beliefs, desires, etc.) and the analysis of natural-language, propositional-attitude reports presents difficult problems for cognitive science and artificial intelligence. In particular, various representational approaches to attitudes involve the incorrect “imputation,” to cognitive agents, of the use of artificial theory-laden notions. Interesting cases of this problem are shown to occur in several approaches to attitudes. The imputation problem is shown to arise from the way that representational approaches explicate properties and relationships, and in particular from the (...) way they explicate propositional attitudes themselves. Another factor contributing to imputation is the compositional nature of typical semantic approaches to propositional-attitude reports. Some strategies for avoiding undesirable imputation are examined. One of the main conclusions is that the importance of imputations that arise in a representation scheme depends strongly on the use to which the scheme is put -- on whether, for instance, the scheme is used as part of a formal, objective account of natural language, or is used rather as a representational tool within an agent. It is inevitable that some inmates in large state prison systems will suffer from terminal conditions and die while incarcerated. But how those inmates experience that event is primarily controlled by correctional policies and by the prison medical and correctional staff assigned to their care. Compassion for inmates who are dying cannot be legislated or mandated, but humane and compassionate care for the dying can be facilitated or thwarted by legislative and correctional policies, and by the manner in which correctional (...) personnel interpret those policies.Death in New York State prisons is a frequent event, occurring at a rate substantially higher than that in most other states. With a prison population that has risen to 70,000 inmates and with the nation’s highest rate of human immunodeficiency virus infection, more than 2,817 inmates died in New York prisons during the period 1990-1998. In April 1992, in the face of an ever-increasing death rate in its prisons, the New York State legislature passed the Medical Parole Law, a measure designed to permit dying inmates to be released on parole prior to their normal release eligibility date. I present considerations surrounding pre-reflective self-consciousness, arising in work I am conducting on a new physicalist, process-based account of [phenomenal] consciousness. The account is called the meta-causal account because it identifies consciousness with a certain type of arrangement of meta-causation. Meta-causation is causation where a cause or effect is itself an instance of causation. The proposed type of arrangement involves a sort of time-spanning, internal reflexivity of the overall meta-causation. I argue that, as a result of the account, any conscious (...) process has PRSC. Hence, PRSC does not need to be taken as a stipulation or argued for on purely phenomenological grounds or as a necessary support for reflective consciousness. I also show how it is natural to the account that PRSC is not an additional, peripheral, sort of consciousness, but is intrinsic to all consciousness, thereby fitting claims about self-intimation and co-constitution by various authors, and also being amenable to an adverbial account. As part of this, consciousness of an external object is just the form that current self-consciousness takes, the meta-causal constitution of it being inextricably modulated by the causal relationship with the object. The article also discusses how MCA helps explore issues of for-me-ness, transparency of perceptual consciousness, and possible immediacy and non-relationality of self-consciousness. (shrink)
